revision description should come up instantly in annotate

This is currently probably the one and only thing that Bonsai does better than Loggerhead. Here's an example:

Mouse over any of the revision identifiers and you'll see a box come up instantly, that is very descriptive.

Compare that to:

It's nice to re-use the browser's tooltip functionality, but they have too long of a delay to be perfectly usable.

Also, it'd be nice to see the description in the tooltip, or at least be able to format the popup in some nice way to make it more readable.

We actually use this UI a lot, so it's fairly important to us.

I'm not sure what the best way of doing this is, but I do agree that being able to see information on that commit inline is important.
I'll try and find something that can be used everywhere.
