support for colocated branches

affects loggerhead
bzr.dev now has a new method BzrDir.
all of the branches that exist in a control directory. For existing
Bazaar formats this can only return an empty list or a list with one
entry. In the future, this list may contain more entries for control
directories in which colocated branches are presented.
Loggerhead should be able to list these branches and allow the user to
access them.

Note that the url for these branches will include a , -
basedir,branch=foo
That shouldn't be a problem, but who knows.
