Page Navigation Controls are not present at the top for tables listing the "Files" and "Changes"

Bug Description
In the pages listing "Files" and "Changes" in a table are not having Page Navigation Controls present at the top for tables listing the content.
It is little difficult for users to scroll up to the bottom of each page to get to next page while browsing through the questions.
how it should be:
Page controls like "Newest", "Newer", "Older" and "Oldest" are also should be there at the top of the table also
