Bug Description
For example:
itnet7 is the Team Contact for the Ubuntu Florida LoCo Team
mhall119 wants to be the LoCo Regional Contact for the Lakeland area
jamalta wants to be the LoCo Regional Contact for the Orlando area
LTP will display itnet7 as the Team Contact and mhall119 as a Regional Contact for the Lakeland area and jamalta as a Regional Contact for the Orlando area.
This would allow for more localization of LoCo teams which span larger areas.

This does not appear to be a bug. It's an artificial constraint imposed by bureaucracy.
Local groups (town/city/ state/province/ region) need the ability to get a TLT (top-level-team) registered without having to get an act of parliament signed.
