I agree. We can put a DB constraint in place to prevent the data problem from arising (though there's a chance we might see some OOPSes in doing so - which might not necessarily be a bad thing).

I'll move this bug back to Triaged for now and file a separate one for the DB constraint. It's probably worth kicking this problem up to Francis and Robert so that they can negotiate with ISD to get some collaborative eyeballs on the problem.
