Listing teams for approval at present is not accurate

Bug Description

At present the loco council randomly pick 30 teams from the http://loco.ubuntu.com/teams/reapprovals and list them on the wiki page https://wiki.ubuntu.com/LoCoCouncil/LoCoTeamReApproval

It would also be nice for someone on the directory to link to the LoCo council as people end up looking for us it'd be nice to have this information on the directory somewhere. https://wiki.ubuntu.com/LoCoCouncil

Launchpad currently lists many LoCo teams as coming up for re-approval, but the LoCo Council isn't re-evaluating all of them at this time. Launchpad should be updated with correct re-approval dates, then we will automatically be updated.

I think we need the following solution:

 * Provide a tab on loco.ubuntu.com called 'LoCo Council' which provides some static textual content about what the Loco council does and what teams can expect from them. We can point people to this tab.
 * The re-approvals second-level nav entry on the teams page can be moved to the LoCo Council page as a second-level nav entry.

Daniel, can you look into this?

I'm happy to make the UI and text changes.

What about the reapproval dates? I have no idea what we should do there. The LoCo Council people can change them, right?

yup the LoCo Council change the dates from when they are approved, we don't know all of them but we've been able to work out a lot of them and talk to teams when needed.

Would it make sense to set the reapproval date proactively? so it becomes more of a TODO list you can work your way through?

Well we're doing this now for approved teams and re approved teams and setting the date for 2 years in the future.
