How to "Freezing Rows or Columns as Headers" ?

hello anyone can help me. after install "lo-menubar" I do not find the menubar "Window"...

1. default menubar before install... ( File , Edit, View, Insert, Format, Tools, Data, Window, Help )

2. after install, I just saw menubar ( File , Edit, View, Insert, Format, Tools, Data, Help )

why? I do not find the menubar "Window"...
