Bug Description

Env: mk22-lab-basic(mk24 rc1)

There is no information on nova dashboard in Grafana about instance creation time, also
SELECT mean("value") FROM "openstack_nova_instance_creation_time" returns nothing (but there was created 3 instances during the test)

That's "expected" because we can't configure more than one notification topic yet and so Ceilometer and StackLight can't consume the notifications together. See https://review.openstack.org/#/q/status:open+topic:fix-notification-configuration
