Bug Description
Env: mk22-lab-basic(mk24 rc1)
Cinder Dashboard in Grafana: cinder control plane was OK instead of CRITICAL, also
SELECT last("value") FROM "cluster_status" WHERE "cluster_name" = 'cinder-control' query to InfluxDB returns 0 (OK) instead of 3 (CRITICAL) when cinder-scheduler services stopped on two of three controllers.

Moreover as a consequence we have no mail from nagios about service in CRIT state.
