New metric name http_reponse_times is improper

Bug Description

New metric http_response_times is improperly named. Should be named http_response_time_stats instead since it contains statistics.

Also the documentation is missing the description of 'rate' stat.

shall we really target this change for 0.10.0 ? This will require several changes for Grafana dashboards and the collector and I'm not sure its valuable to it now.

I agree the 'rate' value is not described in the doc, this is not an error in the documentation but in the implementation because finally we don't use the 'rate' value in Grafana.
We should instead remove the collection of the rate value IMHO.

The current meaning of 'rate' is: number of requests on the aggregated interval (10s)
