Heat API services don't log the HTTP responses

Unlike the other OpenStack services [0], Heat API services don't log the HTTP responses [1].

It's just problem with missing some api logs. It can't be high

Heat logs all requests if debug is enabled, so it's not a bug.

With MOS-9 Heat logs requests (debug log level)

but only GET and OPTIONS verbs are logged .. I let the bug open.
