[LMA] In the cinder grafana dashboard value of current volumes and snapshots are wrong

In the cinder grafana dashboard, value reported for volumes and snapshot are wrong.

When a volume is created and then deleted, available volumes always reports "1". It seems that when there is 0 volumes, LMA is not reporting it. In the grafana dashboard, the 'fill(0)' option is not set. So if there is a value different than 0 and then no values, the current value reported is wrong (it is the last non null value).

Other services like nova, glance and neutron should also be impacted.
This is due to the collectd plugin which doesn't report any metrics when there is no object at all.

It seems that this bug is not valid any more. At least I cannot reproduce it.

I've successfully reproduced it with cinder volume (after running a health check).

Please do not use milestone 0.9.1 I think we are going to go with 0.10 as we are going to add new features in that release like the support of detached mode.
