We're currently rewriting Listaller in Vala code, so bugs in older versions of Listaller won't get fixed anymore. You can follow development and fetch the sources from (But there are still some missing bits until Listaller is usable again, e.g. the dependency-solver is incomplete and installations as root are impossible at time because Listaller will now require PackageKit to be compiled with Listaller support)

Anyway, this problem is related to the compiler not auto-generating a resource file in the right target dir. You can workaround this issue by executing "touch /home/vlada/Source/listaller-0.4.0b/lib/libinstaller.res".
