Insufficient Permissions on home/ ACLs

Below, Jeffrey is the first system user and an Adminisitrator. Jeffrey was created at system install. Jeffrey added user John Doe (Doe is a standard user account) via the User Accounts applet.

Once the Doe account was created, the standard user was able to read everything from the Adminsitrator's home (and not just Public/).

This behavior is "out of the box" and did not require me to loosen any ACLs.
