Package mintsystem and others pollute /usr/local directory

Bug Description
Running Mint Lisa Gnome-64bit
I installed the system and expected the /usr/local to be empty. However, some packages, like *mintsystem* install some files there.
This directory should be left for user stuff only, and distribution files should go in the the corresponding directories without the local part of the path.
