Fullscreen windows don't fully fill screen on opening

Bug Description
When opening any window that should take up the full screen, the window almost does so, but is surrounded by transparent border on the top and sides. Additionally, the "missing" portion from the side will bleed onto the workspace on the right. (See attached photos)
Upon clicking the titlebar, or minimizing then maximizing, the window will fully fill the screen.
This problem seems to occur every time I open a new window with a program that should take up the entire screen on opening (e.g. Firefox, VLC with large file).
