Numerous files in /usr and /opt owned by user 1000

Bug Description

From a fresh Linux Mint 11 install it appears that several files in /opt and /usr are owned by user 1000 (which is also the uid of the first user created on the system). It appears that most (all?) of these files are from Mint versions of packages, not from Ubuntu packages. To see these files:
find /usr /opt -user 1000

This bug is still present in Linux Mint 17.

It does have an impact on the usability of the system. Files that are incorrectly installed under UID/GID 1000/1000 are sometimes inaccessible to other users of the system, even though they are intended to be available to other users. This can cause unexpected software failures.

Encountered on Linux Mint 17 Mate 32-bit.

I'm afraid that without the concrete examples confirming the importance of this issue, the developers won't look into it.
Create another user, try different actions, try accessing the files from the list you've posted, etc.
