Mint Debian- mint 1 update fails "there is no script in the new version of the package - giving up"

Bug Description
Hello, I'm sorry I am a newbie with Linux distro's.
I am not real familiar with Mint as I am a Windows user mostly and just have been using Mint for several months.
I am not sure which version I have and
When I type "mintwelcome" in the terminal I get:
/usr/lib/
gtk.main()
So, all I can say is I have the most recent version I can get on 12-6-10, I downloaded the latest version and installed about a month ago. I don't know what to do to get "mintwelcome to work right either. although,
I have the latest Debian Mint release and when I try to update it through it's icon (at the bottom right hand side) I get an error.
The update it's trying to do is this: "level 1 mintdesktop new version 3.22 from 3.21 size 11 KB"
When I try to do the update:
It says at the top of the screen that I am a "superuser". It also reports that "update is unsuccessful" then in the "details" it says
"E: /var/cache/
I love not using windows and would like to convert all of my windows machines to mint. I like the "debian" version because it can be updated to new versions instead of being stuck at a version 8 or 9 like the Ubuntu version of mint.
