[mintMenu] Scrolling issue in main menu

Bug Description

When trying to click + drag to scroll on the main menu scrollbar, if your pointer leaves the scrollbar area the scrolling stops. If you re-enter while still holding down the mouse button it will jump to that position.

This is inconsistent from normal scrollbar behavior where you can hold down the mouse button and move up/down outside of the scrollbar area and have it follow as if you were still overtop of it.

I can partially reproduce it in mintMenu 5.1.6

As long as the pointer is inside the canvas assigned to the scrollbar it stops. If you take the pointer to the category listing left of it (or to the right, out of the menu), it continues to scroll, like it would if the pointer was on the scrollbar.

Almost the same with me.

If I leave it to the left, the menu scrolled to the top.
If I hover the search button while still holding the the button it scrolls to the bottom.
If I leave to the right it just stay where it was when i left.

But as soon as soon as the pointer returns to the scroll bar, it immediately scrolls to its position (even if I did some webbrowsing in meantime)
