Default keys to change keyboard layout do not work

Bug Description

1. Go to Keyboard preferences
2. Add another layout
3. Click Options, open the "Key(s) to change layout" node. Note the default is "Both Alt keys together".
4. Close all the windows. Try it out - it does not work!
5. If I also select "Alt+Shift" (the MS-Windows like behavior) it still does not work.
6. I have to turn off the default "Both Alt keys together", in order to get the switching to work.

Don't know if this affect upstream as well.

Thank you for choosing Linux Mint. We will need to know which edition you are using.
And also after the Linux Mint 9 Final release has been out, is this still an issue? Thank You.

Originally reproduced in LM9-GNOME final. After installing all level 1 and 2 updates just now, I can still reproduce this.
Is it possible this is hardware related? I am running on ThinkPad T43?

Before I upstream this or consider it a hardware issue can you tell me which layout you are choosing? If it is with any layout you choose it very well could be a hardware issue. Please let me know so I can test this out to confirm. Thanks :)

The layout that I have is "IBM ThinkPad 560Z/600/600E/A22E".
I just tried it with "Generic 101-key PC", and the exact same problem occurs.
I should point out that only the "Both Alt keys together" option does not work; it makes it that much more annoying since this is the default. All the other options work, as long as the broken one is NOT selected.

I have some additional information. :-\ Did I mention that during the day I work as a professional SW tester? :D

As I mentioned, I use "Alt+Shift" (the MS-Windows like behaviour). Today I tried every possible combination of left-right side of keyboard and alt-shift. Whenever I use the right-Alt, with either left or right Shift, it works only once! That is: whatever order you have the layouts listed in Keyboard Preferences > Layout, you can only advance down that list, but cannot jump back to the top - which in all other cases you can. I don't know if this makes sense.
Bottom line is: I can prove that the right-Alt works, just not in one specific situation. Therefore I suspect this to be a software problem, and not a hardware problem.

The symtoms are SiKing is totally correct. I am using LinuxMint 13 KDE edition. KDE version is 4.8.5. Selected keyboard layout, I can not swicth layout from English to Turkish. Even though the icon says the layout is Turkish, characters typed are outputted according to English layout. Please confirm the bug and handle it.

My native language is Turkish. I am also a developer. I need to switch English and Turkish keyboard layout. Now I am unable to chage keyboard layout with default shortcut as well as the Alt+Shitf shortcut. I am a newcomer to Linuxmint and this is a really show stopper for me. I have used Kubuntu for four years and never had such problem.

I just tried another layout. Crimian Tatar (Turkish Q). I just selected it as I see Turkish Q in paranthesis. I works. I believe some of layout information is empty or corruptted, as in Turkish Q only.

Also affects v 18 Sarah.

"Easy" fix on http://stackoverflow.com/a/22384514/615484 , but I think this is a regression from previous Mints. Or could be I fixed it last time as well, and forgot about it...
