[mintinstall] Lag when no connection to the Internet

Bug Description

When there is no connection to the Internet, and mintInstall tries to download a missing screenshot, the GUI lags and that can sometimes take a while.

Confirmed on Linux Mint Gloria

Solution: replace wget with urllib.urlretrieve() in frontend.py and stop using notifications for screenshot downloads (should happen seamlessly in the background. May a screenshot not download correctly, it's actually lesser of a deal than having a dialog annoy the user).

Fix released in mintinstall 6.3.7.
