Bug Description
After a fresh install on a new HP Pivilion laptop, the 4.10.0-38-generic kernel works perfectly. After upgrading to the new kernel (4.13.0), the system boots but after logging in everything seems broken (mouse doesn't work at all, unable to switch virtual consoles).
