panel does not return to a valid monitor when monitor is unplugged

Bug Description
1) Linux Mint 18.2 XFCE
2 and 3)
a. Open Setting Manager
b. Open Panel Settings
c. Change Output for Panel 1 to Monitor 2
d. Close
e. reopen Settings Manager
f. unplug monitor
g. Notice no panel visible
h. Tab to Settings Manager
i. Open Panel Settings
j. Notice Output setting for Panel 1 is monitor-1
k. Select Monintor 1 and Panel appears
j. Select Ok and Reopen Panel options
l. Notice monitor-1 is not available.
4) I expected Output setting for Panel 1 to be Monitor 1 and not monitor-1
5) Always occurs.
