must shutdown twice to shutting down computer when running steam

Version of mint: Linux Mint 18.2 Cinnamon

-Problem : Must shutdown twice to shutting down computer when running steam
                     1.run steam > login
                     2.shutdown computer (steam running, system just close the steam)
                     3.shutdown computer again (now system will be shutting down)

-what should happen: Computer should be shutting down by once clicking shutdown.

Do you have the steam tray icon enabled? Does this happen if you disable it? (Meaning, only a steam window is open, but no tray icon)

I was just about to link to that myself.

We are kind of stuck in a loop over there because it seems like they won't fix unless the various DE's can prove that it's not their fault. I'm not a developer by any means, but that logic seems strange to me since it affects multiple different DE's and I'm pretty sure they didn't collude to make only Steam do this.

Anyway, I'm more than happy to provide whatever log/informatiuon is needed to help track this down, just tell me what I need to do.

I'm running the latest and greatest of both Mint and Steam and have the same exact problem.
