Cheese effects are lagging on Mint 18.2 Cinnamon

Effects in Cheese are lagging horribly on Mint 18.2 Cinnamon. The picture is stuttering all the time when same effect is chosen. Everything is fine when no effect is selected.
Selecting different kernels has no impact on Cheese performance.
I had no problem with Cheese effects on the same machine running Mint 17.3 Cinnamon 64-bit.

Same lag confirmed on Mint 19 Cinnamon 64 bit.
