Bug Description
After updating from Mint 18.1 to Mint 18.2, the new mate panel (version 1.18.3) is always ignoring regular folders which are dropped to it and doesn't create a symbol/link for quick accessing.
Problem occurs also with a fresh installation of Mint 18.2
Simply create an empty folder on the Desktop, Drag&Drop it to the mate-panel and nothing happens. Drag&Drop Applications or special Folders works like with version 1.16.x
