Two-finger scrolling doesn't work on the touchpad

Bug Description
I don't think this was a problem before the kernel update to version 4.4.0-38 generic version. But I have two-finger scrolling turned on with the touchpad, for both vertically and horizontally, and neither works. Nothing happens when I try to scroll with two fingers on the touchpad. I confirmed this because scrolling with my mouse wheel works fine, but not two-finger scrolling on the touchpad.
1) Mint version: Linux Mint Cinnamon 18 Sarah(x64)
2) I believe it could have been the kernel update to 4.4.0-38 generic, as it seemed to work okay before with the kernel version that came stock with Mint Cinnamon 18.
3) Two-finger scrolling on the touchpad doesn't work despite it being turned on.
4) That two-finger scrolling would work okay.
5) This problem is now an ongoing problem, so it won't work tomorrow, and didn't work yesterday.
