Selecting America/Detroit TZ during install results in en-CA locale settings

Bug Description

If I select America/Detroit as my timezone when installing Mint (or Ubuntu, for that matter, so it's probably a common issue) I find that my locale settings will be Canadian, not US.

Small issue, but annoying all the same.

This has been a problem for a number of years, so I figured it was time to report it.
