Cannot Resize/Reposition Tiled/Snapped Windows

Bug Description

Flavor: Linux Mint 18 'Sarah' x64

Kernel: 4.4.2-040402-generic

Issue: Linux Mint has a built-in snapping/tiling feature (for example, an application will take up half the screen if you drag the window to the right side of the screen). If you snap an application in such a manner, you cannot change its position or window size via xdotool or wmctrl. Try this: Open a terminal and install xdotool, then snap the terminal to any edge of the screen and try to run "xdotool getactivewindow windowmove 500 500". Although no error is returned, the window did not move - at least for me.

Expectation: It should be possible to manipulate any window that can be resized, thus, the xdotool command listed above should move the window - even when the window is snapped.

Consistency: The issue occurs at any time that the window is snapped. Unsnapped windows will move/resize as expected.

My apologies in advance for any misunderstandings of this process - this is my first time submitting a bug. This issue may be more closely related to an issue within Cinnamon, but I can't find a launchpad page relating to it.

So as far as i can see its a problem with window managers. I have this issue with Matacity and Marco, but everything ok with Compiz.
