Some icons are huge

Bug Description

I had to replicate a system that looks somewhat familiar for my users (rural setting, mostly seniors). I decided to try out Linux Mint 18 'Sarah' and have the issue with x64 (have not tried x32)

Some of the icon sets I installed are HUGE. The base icons seem unaffected.
I can scale the affected icon sets down manually (to an extent, they never go to a normal size) by right clicking and resizing, but all files, folders are affected when i switch to the icon set.

One such example is the YlmfOS icon set.
wget -O ylmfos-icons.deb http://drive.noobslab.com/data/icons/ylmfos-icons_1.0.deb
sudo dpkg -i ylmfos-icons.deb; rm ylmfos-icons.deb

When I install this same set in Linux Mint 17.3, I do not have this issue with the huge icons. I expected the icons to be normally sized when selected and this has been consistent. I have reinstalled on 3 laptops of varying architecture and 2 different desktops with the same result.

I just wanted to add that I have been installing about 10 icon sets after install and roughly half are affected by this bug that results in the huge icons
