APT Can't drop privileges for

After installing software in Synaptic and clicking close (after successful installs) this is the error:
W: Can't drop privileges for downloading as file '/var/cache/apt/archives/partial/libuuid1_2.27.1-6ubuntu3.1_i386.deb' couldn't be accessed by user '_apt'. - pkgAcquire::Run (13: Permission denied)

I am testing the Mint 18 Beta (MATE Edition) as a live setup. Sometimes you have to install some things before a install.

Linux Mint 18 "Sarah" MATE 64-bit
Installed reiser4,f2fs & deps. everything installed fine, then clicked the close button.
instead of dropping back to package selections, I was greeted with error. (Possibly cosmetic?)
Occasionally I think 3 separate times this has happened all during fresh boots from live media.

Launching with gksu gets rid of error, but still does not install all pkgs correctly. I incorrectly stated previously that there was nothing wrong. Apparently not everything you mark gets installed, eg: filezilla or redshift-gtk.
ALSO ReInstall DOES NOT WORK, Neither does remove and install again?!?!
