bash completion doesn't work

Bug Description

I recently installed Mint 17.3 Rosa with MATE in 64bits,

Bash completion only works while I'm logged as root.

I have installed the bash-completion package.

The command 'complete -p' shows nothing while I'm logged as user but is fully populated when I am as root.

My user has the same shell defined as root in \etc\passwd and it is \bin\bash

I tried to clean the .bashrc file but nothing changed, so I'm afraid is has nothing to do with .bashrc, but I upload it for what is worth.

The folder /usr/share/bash-completion/bash_completion is fully populated meanwhile /etc/bash_completion folder has only some files.
