UTF8 bug when install/remove languages

Bug Description

I can't use the software to install or remove languages. When I click on the button to do it, nothing appears. I launched in a terminal to show what's wrong and it was written :

mintlocale

(install_remove.py:6869): Gtk-WARNING **: Failed to set text from markup due to error parsing markup: Erreur à la ligne 1, caractère 131 : Codage UTF-8 non valide dans le nom - « Note: Installer ou mettre \xe0 jour un paquet linguistique peut d\xe9clencher l'installation de langues additionnelles » n'est pas valide
Segmentation fault

(mintLocale.py:6343): Gtk-WARNING **: Symbolic icon pan-down-symbolic-ltr of size 16 is in an icon theme directory of size 128

My version is LMDE 2 with the last version of cinnamon.
