Can't do any action which needs Admin Privileges on the Standard Account

1) The version and edition of Linux Mint you are using?
Linux Mint 17.3 Cinnamon 64-bit

2) What you did for the problem to happen, and how to reproduce it?
Here are the steps to reproduce:

1. Create Administrator account: UserAdmin.
2. Create Standard user account: UserStandard.
3. Login to the UserStandard account.
4. Try to do some action which needs administrator privileges, for example try to add new user:
Menu -> Administration -> User and groups
5. Now system ask you for your password but not for the Administrator Password (please notice that you have one administrator account in your system).
6. When you put the UserStandard password system will do nothing and when you try to put UserAdmin password system will do nothing as well.

3) What happened?
When you are login on the standard account user (not an administrator) and when will you try to do some action which needs admin privileges (e.g. create new user, install new software etc.) system will not ask you for the administrator account privileges. Instead of that system will ask you only for your password (standard account) and when you put it will do nothing (please notice that you are logged in the standard user account and you do not have administrator privileges).

4) What you expected to happen instead?
The expected behaviour is that system should show you the window with the users who have the administrator privileges and ask you for the password for choosed user. System should not ask you for your password because you have the standard account and you do not have the administrator privileges.

Please notice that in the Ubuntu 15.10 everything works well. Ubuntu shows you the user list with the administrator privileges and ask you for the password for the choosed user.

Just implement in the Mint the system behavior such in the Ubuntu 15.10 and everything will be fine.

5) If the problem happened once, sometimes, or always?
The problem always happens.

I have the same problem. On Ubuntu 15.10 everythinks works fine.

With Mint 18 BETA Cinnamon same problem exists.
