The system is not selecting a fixed width font for use.
Install fonts-noto-cjk
As an example, run 'text editor'. The text editor preferences by default use the system's monospace font (monospace). But the font displayed is not fixed width. A similar situation can be seen in other programs.
I can select a different size 'monospace' in the text editor and it does not work. Selecting 'deja vu mono' does work.
The default fixed width font ends up as 'Noto Sans CJK TC' (which is not fixed width).
This problem appears to be specific to Linux Mint. It was not reproducable on Debian 8.1 or Ubuntu 15.02.
Workaround: (a) uninstall fonts-noto-cjk (b) specifically select a valid fixed width font for use in the various programs that need one.
