On-screen keyboard is unavailable at login

Bug Description
I am using linux mint cinnamon 17.2.
I have a hardware problem in my keyboard and need to use the on-screen keyboard for certain keys. Unfortunately, I can't seem to find a way to get the on-screen keyboard on the login or lock screen.

I installed Linux Mint Sarah in a tablet PC. I cannot login unless I connect an external keyboard, because there is no Accessibility button in the login screen to enable the screen keyboard.
A workaround is to disable the login screen, and disable locking the tablet when it is inactive. This is unnecessarily unsafe.
This is a very bad accessibility issue.
If there was a way to detect "Tablet mode" and make the screen keyboard automatically show up, not only Linux Mint would benefit, but also Ubuntu and all related distros and flavors.
