Audacity: garbled playback extremely fast

Bug Description

I've now attempted to work with some FLAC files (which play fine in other programs) on two machines with very different sound hardware on Mint 17.1 running Cinnamon. I have found a mention of this bug in Mint 17 KDE as well: http://forum.audacityteam.org/viewtopic.php?f=48&t=80135

WHAT ACTUALLY HAPPENS

1. Load a FLAC file
2. play it, by hitting space or whatever
3. file plays back at perhaps 10x speed, omitting most samples and resulting in staticky garbage

Observed on a Macbook4,1 using internal speakers and on a generic Core i7 box using a good quality USB sound output device. Both are running Mint 17.1 w/Cinnamon, 64-bit.

WHAT I EXPECT TO HAPPEN

1. Load a FLAC file
2. play it
3. it plays normally at 1.0x speed and perfect quality by default

This is evidently a problem with Audacity and pulseaudio: http://wiki.audacityteam.org/wiki/Release_Notes_2.1.0#Miscellaneous_platform-specific_issues

I am uncertain what, if anything, anyone is doing to fix it.

Who is responsible for maintaining the audacity package? Maybe just setting the environment variable or otherwise modifying pulseaudio latency to 30ms will make the problem go away, if not the root cause.
