Drag thresholds; mouse button inversion

Bug Description

Suppose that the user goes to settings-mouse/touchpad and looks at the two drag options, namely 'Cinnamon drag threshold' and 'GTK drag threshold'. Result: the user - and I count myself here too - is baffled. Just what do these do and what is the difference between them? The Mint manual doesn't say, and there is no help available on the page. What should happen: there should be some sort of explanation.

Also, may I repeat my please to move the 'swap mouse' buttons from the top of the mouse options - for it is much too easy to select by accident, and then be baffled why clicking things does not work. (Actually, adding some sort of warning would be good, I think.) Thanks.

The separate drag and drop settings were added at a certain point to help with some bugginess with dragging Cinnamon elements (like the window list) - those issues have been fixed or don't really apply any more, so I'll probably merge them back into just a single setting. I'll see about moving the swap setting down further also.
