Windows go behind panel when maximized

Bug Description

Mint 17.1 RC

Using the Mint-x aqua theme the windows go behind the panel. The default doesn't do this. I haven't tried other themes to check.

I have Linux Mint 17.1 x64 Rebbecca Cinnamon, and when using any Mint-X desktop theme, all maximized windows will have the size of the display and so it goes behind the tool bar.

I'm also affected, I run Mate on Mint 17.3 "Rosa" x64, with 2 monitors (positioned vertically, top monitor as main), and windows maximize under panel.

I'm using green Mint-X theme.
