myspell dictionaries should be installed along with locale support for languages with hunspell unavailable

2) enable locale for language that does not have hunspell available (for example Polish)
3) spell checking for the language is not available in apps such as firefox, thunderbird, libreOffice, pluma etc

dictionaries for many languages have been moved to use hunspell instead of myspell. However some languages still don't have hunspell available (for example Polish). In such case package with myspell dictionary should be installed when user enables support for the give locale to enable spell-checking.
