taskbar to the left or right can't handle a lot of programs running

Bug Description

Happend under Ubuntu/Gnome (years ago) as well as Mint/Mate (17, 64bit), now.

If you set your taskbar to appear to the left or right of your screen and make it rather small (30 points) you usually only need to open a couple of applications with windows to make all the program icons on the taskbar flash (appear/dissapear continuously). This doesn't necessarily stop if you close all the windows, but if you set the taskbar to appear at the bottom or top. CPU load goes up and you can't select the programs flashing icons via the taskbar. This was a major problem with one Core back then, now I use an i7 so the additional load doesn't render the system useless while it is happening.

It happened just now writing this report with Caja, Pidgin, Hexchat, a Terminal, Firefox and Thunderbird open. Just keep opening new applications, it will happen to me at least.
