Display problems when adding new User to system in multi-monitor environment

Bug Description

When you have setup similar to this:
Mint 17 Cinnamon 64bit
Graphics: Card: Advanced Micro Devices [AMD/ATI] Tahiti XT [Radeon HD 7970/8970 OEM / R9 280X] bus-ID: 01:00.0
           X.Org: 1.15.1 drivers: ati,fglrx (unloaded: fbdev,vesa,radeon) Resolution: 1680x1050@60.0hz, 1920x1080@60.0hz
           GLX Renderer: AMD Radeon R9 200 Series GLX Version: 4.3.12798 - CPC 13.35.1005 Direct Rendering: Yes
(Note: the screen 1680x1050 is the secondary display I refer to).

Everything is working, until you create a new passwordless user on the system (non-admin), and probably reboot (as that is when the problem seems to have began).
Once you reboot, and log back into the main user, you will note strange things happening:
Secondary display will be black, with only the mouse rendering on it.
Launching chrome crashes the system, having to reboot.

After a lot of debugging, I attempted to log in using the new created user, which to my surprise had the defualt setup of cloned displays.
When I disabled cloning, and configured the proper resolutions, saved and logged out and back into my main account - everything started working normally again!

There were no errors or any meaningful data in dmesg, kern.log or Xorg.0.log before the fix.

I hope I am filing this in the correct place, as I have no idea which package is responsible.
