Nemo, Multi file CHOWN action via properties not allowed

Bug Description

changing permissions folder and file owner does not allow recursive/Multi option

Nemo 2.2.2 LM17 Cinnamon64bit

repeated this action to confirm

Select Multiple files Right Click Properties will not allow change of owners or groups.
Will not allow recursive chown within a folder. True for root and user

problem in DETAIL

folder and subfolders and files in ~\ assigned to root.
Open Nemo navigate to home
Open Folder as administrator sign in
Right click Properties | Permissions

Change owner to me
Change Group to me

Click Apply permissions to Enclose Files
Click OK
Only the first (upper) folder changes permissions. All enclosed files and folders remain root.

Also tried same with ordinary permissions on non root folder.... same effect.

Multiple selection of files within folder will not allow me to chown at all.
Must use command line.

Confirmed and annoying in Nemo 2.4.5 too!

I don't know if this is a bug or design, because the button says Apply Permissions not Apply ownership, though I absolutely would find it more useful if by pressing this button both ownership and permissions would be transfered to the enclosed files.
