Download Mint 15 Cinnamon 64-bit No Codecs ISO install
Install it

Run sudo apt-get update. See all the warnings due to 404 update sites.

Notice that the ISO specifies "olivia" instead of the ubuntu name "raring" that should be used to access the ubuntu repository.

This bug is in the install ISO.
