normal users cannot access new wireless network

Bug Description

How do I allow normal users to access any new wireless network?

In the User Accounts tool, I have one administrator and several "Standard" users. None of the Standard users are allowed to connect to wireless networks without my (administrator) password, or without me setting up the network first as administrator.

Apparently sometime in the past Ubuntu dropped the package gnome-system-tools which allows you to fine-tune the user groups. I installed that and checked out my Standard users. All permissions were turned off?!?! Is this normal?
I turned on almost everything, specifically "Connect to internet using modem" and "Connect to wireless and ethernet networks". That did not help. The Standard user is still not able to connect to wireless without the administrator password.

I ended up setting up my local library network as administrator, which automatically allows it for all users. So I have a workaround, but a real sucky one! Do I have to go to every Starbucks in the city that my daughter may visit, and add their wireless network?

Sane problem in version Mint 17.3. If i put standard users account and try to connect to internet in Starbucks or any other cafe, it ask me for admin password.

I also put standard user in netdev group, but without any results.

I hardly beleive that oneone of the gurus is interested in minding this ridicolous bug for years.
Plse suggest us.
With this bug Mint can not be regarded as a handy substitutional OS.
