Same here, when I try to open system settings to change the screen resolution.
I can see (a small copy of) the window if I press CTRL+ALT+Down Arrow.

$ cat /etc/issue
Linux Mint 15 Olivia \n \l
$ cinnamon --version
Cinnamon 1.8.6

Same here. Running Linux Mint 15. I go to open from menu, and the "system settings" tab loads at the bottom of the screen, but i can not get it to display anything. How else can I go about creating a new user?

As a workaround you can install the package "gnome-system-tools" which provides a similar (but with more settings) interface for user creation. Start "Users and Groups" from the menu.

Try switching to "Advanced" mode in cinnamon-settings, User accounts should show up
