power manager critical battery settings doesnt work when user is logged out

Bug Description
When the user is logged out of the desktop, even when the battery is critically low, the system doesn't perform the critical battery action. This drains the battery completely. When the cinnamon desktop is not logged into , power manager in cinnamon doesn't work. This should be handled not when the desktop is logged in to but when the system is powered on.
I'm using Linux mint 14, cinnamon 32-bit edition.
