When installing with non European language, English ABC isn't available

Bug Description
Hi.
I've installed LMDE, and chose Hebrew as the language.
I would expect that it's install Hebrew as addition to English, but to my surprise it installed ONLY Hebrew.
When I was requested to create the user account, I wanted it to be in English (Hebrew might have strange side-effects as a username, I wanted to avoid these problems).
However, there wasn't any English keyboard available...
So, I've installed English for the Live Session, and created a username in English.
Alas, after installation finished, I couldn't log in to my new Mint, because the English was forgotten, and I could have typed only in Hebrew :(
SUMMARY

When the user chooses a non European language, there must be English keyboard installed additionally.

the same problem with russian LMDE install. Can't use english keyboard layout on logon screen
