I have exact the same problem!
On a HP 8540w it works, but on a 8530w not! Very strange!
Tried:
shutdown -h now -> reboot
shutdown -hP now -> reboot
poweroff -> reboot

The strange thing is, some times it works and the notebook stay off.
With other distros it works always. So it must be a software bug.
Tried with:
ploplinux and kernel 3.3.1 -> works
Mint13 32Bit LiveCD -> works
Mint13 64Bit LiveCD -> works
LMDE MATE 64Bit LiveCD -> Works!
