Kernel 3.5.0-21 will not shutdown on uefi booted machines

Linux Mint Nadia Kernel 3.5.0-21. Cinnamon desktop.
There has been a kernel regression between kernels 3.5.0-19 and 3.5.0-21 which makes it impossible to shutdown Uefi booted machines. These only reboot, they do not shutdown. The method used to attempt the shutdown is irrelevant, command line or dialogue box, the result is the same, the machine reboots.
As this only affects Uefi booted machines it is not widely reported yet, but there are 3 known cases reported on the Mint forums. The problem also affects Ubuntu and Manjaro (although the kernel numbers are slightly different on Manjaro) and probably others as well although these are the only 3 distros I have installed at the moment.
The problem is consistent, it occurs on every shutdown. The workround is to downgrade to the 3.5.0-19 kernel which is not affected. This workround is consistently effective across all three distros mentioned (although again the kernel numbers are different on Manjaro).

In my case all the distros I am using are 64bit.
